IBARAPA CENTRAL AND NORTH CONSTITUENTS’ DEMAND CHARTER 2027/2028

Preamble
We, the people of Ibarapa Central and North Federal Constituency, affirm that governance is a contract. For over a decade, basic infrastructure in our region has deteriorated while our representatives have engaged in sectional politics, power tussles and showmanship. We take responsibility for past inaction. We will no longer accept promises without delivery.
This Charter outlines 5 non-negotiable, measurable demands for the remainder of the 10th Assembly and the 2027–2031 term. It is addressed to:

THE FIVE DEMANDS: IBARAPA BASIC AMENITIES PACT
DEMAND 1: SOKOTO–BADAGRY EXPRESSWAY – IGBOORA & ENVIRONS AXIS
Issue: The federal road passing through Igboora has been due for rehabilitation or total reconstruction for over 10 years. It is currently a death trap and an economic barrier.
Action Required:
1. Inclusion of the Igboora–Eruwa–Sokoto axis in the 2026/2027 Federal Ministry of Works intervention list with a published budget line.
2. Release of a firm engineering assessment and 24- month construction timeline by Q1 2027.
3. Quarterly public progress reports from the MHR’s and state assembly office respectively.
DEMAND 2: POWER INFRASTRUCTURE & ENERGY ACCESS
Issue: Constituency-wide power projects remain unattended. Small businesses are collapsing and youth cannot access digital work.
Action Required:
1. Audit and completion of all abandoned constituency power projects across IBARAPA REGION.
2. Advocacy for Ibarapa’s inclusion in the next phase of Rural Electrification Agency projects.
3. Publication of a power intervention map with locations, scope, and timelines.
DEMAND 3: SAFE AND FUNCTIONAL PUBLIC SCHOOLS
Issue: Several public schools have become structural “death traps” with no repairs, furniture, or safety compliance.
Action plan:
1. Immediate structural integrity assessment of all federal/state constituency assisted schools in both LGAs.
2. Emergency rehabilitation of the 10 worst-ranked schools before the 2027/2028 academic session ends.
3. Annual constituency education report showing school-by-school interventions.

DEMAND 4: IBARAPA DAM – REACTIVATION FOR ECONOMIC USE
Issue: The only dam serving Ibarapa has been abandoned, with no irrigation, water supply, or agro-processing use.
Action plan:
1. Federal Ministry of Water Resources feasibility audit to determine rehabilitation scope and cost.
2. Budgetary provision for dam dredging, canalization, and linkage to local farmers’ cooperatives in the 2027 budget.
3. Formation of a Dam Management Committee with IDERE COMMUNITY DEVELOPMENT COMMITTEE, farmers, and youth representatives.
DEMAND 5: MODERNIZED PRIMARY HEALTH & MEDICAL FACILITIES
Issue: Constituency health centres lack modern equipment, drugs, and trained personnel, forcing medical tourism to Ibadan and Lagos.
Action plan
1. Equipment and upgrade of at least two Hospitals in each LGA to “Level 2” standard with maternity, lab, and emergency units.
2. Status update and legislative timeline for the Federal Medical Centre Bill, Igboora on the floor of the House.
3. Quarterly drug and equipment supply tracking, published publicly this can go through Federal ministry of health budgetary provisions.
Action plan

OUR COMMITMENT AS CONSTITUENTS
1. We will engage constructively, not violently.
2. We will track and publish scorecards on these 5 items.
3. Our support for 2027 will be tied directly to measurable progress on this Charter.
OUR EXPECTATION FROM LEADERS
1. End Sectional Politics: Project allocation must follow equity across all wards and towns : LOCAL GOVERNMENT , STATE LEGISLATOR and NATIONAL ASSEMBLY MEMBERS.
2. Open Governance: Quarterly town-halls and a public constituency dashboard : LOCAL GOVERNMENT, NATIONAL ASSEMBLY MEMBER.
3. Unity Among Leaders: Traditional Rulers, Party Leaders across Central & North must sign this Charter as witnesses.

Conclusion:
We are not asking for luxury. We are demanding basic amenities that allow our people to live, learn, farm, trade, and receive healthcare with dignity.
Ibarapa cannot grow until Ibarapa is fixed. The time to act is now.
