The National Assembly Service Commission (NASC) has confirmed the appointment of Mr. Emmanuel Odo as the substantive Clerk of the Senate and elevated Mr. Ibrahim Sidi as the Acting Clerk of the House of Representatives.
The decisions were taken at the Commission’s 19th meeting, held on Monday, January 20, 2026, where it also approved a series of appointments and redeployments across key directorates of the National Assembly.
Mr. Odo had previously been serving in an acting capacity, following his elevation to the position on September 16, 2025, before his confirmation as the substantive Clerk of the Senate.
Before his new appointment, Mr. Ibrahim Sidi was a Director of Administration in the National Assembly. His appointment takes effect from February 9, 2026, and he will succeed Dr. Yahaya Danzariya, who is scheduled to retire from the National Assembly Service on February 8, 2026.
The Commission also announced the appointment of new Acting Secretaries to various Directorates. They include Fortune Ihua Maduenyi for Protocol and Inter-Parliamentary Relations, Asien Fatima Nana for Zonal Liaison Offices, Engr. Bashir Layya for Estate and Works (effective from February 3, 2026), Siyaka Wahab Sadiq as Deputy Clerk (Legislative), House of Representatives, and Dauda Bulama Bukar as Deputy Clerk (Administration), House of Representatives.
In addition, several senior officers were redeployed to new positions. Mofoluwake Ogunbayo moved from the Directorate of Special Duties and Parliamentary Security to become Secretary, Procurement and Supplies, while Kehinde Amos was redeployed from Deputy Clerk, HR (Legislative) to Deputy Clerk, Senate (Legislative). Atiku Ibrahim was transferred from Procurement and Supplies to Secretary, Finance and Accounts, Vivien Njemanze from Deputy Clerk, HR (Administration) to Deputy Clerk, Senate (Administration), and Andrew Nwoba from Zonal Liaison Offices to Secretary, Special Duties and Parliamentary Security.
The Commission stated that, except for the appointments of Mr. Sidi and Engr. Layya, all other appointments and redeployments take immediate effect.
